The Denver Post: Colorado legislators should spend bulk of windfall on roads

With the kickoff of the 2018 Colorado General Assembly Wednesday, we urge the 100 legislators from across the state working under the Gold Dome to focus on government’s core duties and exercise fiscal responsibility.
It’s not going to be easy.
For the first time in a long time, general fund revenue is growing at a healthy clip, but it will not trigger the mandatory taxpayer refunds that have for years stymied state budgets. That means hundreds of millions of dollars more for lawmakers to spend as they pass hundreds of bills out of the General Assembly, creating new programs and expanding old.
